Library Club Constitution

2016-2017

ARTICLE I- NAME, PURPOSE, AND DUTIES

  1. This organization will be called the Chackbay Elementary School Library Club. It will consist of members drawn from the Student Body, and Club Officers elected by the members, and an Advisor from the faculty to work with the Executive Board.
  2. The Library Club will have these purposes:
  3. To encourage active participation by all students in the various extra-curricular activities of Chackbay Elementary School.
  4. To develop leadership qualities and organizational skills in preparing the students of Chackbay Elementary School for active participation in the community.
  5. The Library Club will have these duties:
  6. To check- in and check-out patrons.
  7. To re-shelve books at both recesses throughout the year.
  8. To mend and catalog books.
  9. To read to students and classes to promote reading.
  10. To help distribute free books to students during our Literacy distribution which we do 4 times a year.

ARTICLE II - SOURCE OF AUTHORITY

  1. We recognize the authority of the Principal, and his or her right to veto any resolution or motion approved by the Club or any decision of the Executive Board.
  2. We recognize the role of the Advisor and the Principal to guide and oversee our operations. He or she will settle all disagreements involving the interpretation of this Constitution.

ARTICLE III - THE CLUB

  1. The Club will include:
  2. Any member of the fifth grade student body has the right to be a member.
  • There will be a registration period of at least five school days, in which interested fifth grade members of

     the student body will have the opportunity to declare their intent to become a potential candidate for

     Library Club.  Each student will have to complete and turn in an application.  The dates for this period

     will be set by the Advisor.

 

  1. To register, a student must have maintained an overall combined average of 2.0 or better for the previous school year.
  2. To register, a student must not have been issued a referral, assigned In School Suspension, been Suspended from school or bus, or have been assigned to PASS.

 

  1. The Club will meet at least once per month from October through May. Meeting dates will be set by the Advisor and be announced at least two school days in advance, except in case of emergency.

 

  1. No motion or resolution may be voted on by the members without the Advisor and at least one more than half of its members present in the meeting room.
  2. All meetings will follow modified Parliamentary Procedure. The Advisor will settle all disagreements involving Parliamentary Procedure.
  3. All meetings will include, but not be limited to, the following:
  4. Calling the meeting to order.
  5. Taking attendance.
  6. Reading and calling for the approval of the minutes of the last meeting.
  7. Resolution of any old business from the last meeting.
  8. Introduction and possible resolution of new business.
  9. Motion from the floor to adjourn.
  10. A member of the Club who has consistently failed to carry out his or her duties, or who has failed to uphold its standards of ethics and behavior, may be removed as follows:
  11. On the fourth absence from meetings or activities, he or she will be automatically removed for the rest of the year. Absences may be excused by the Advisor with prior notice.
  12. Any member that is removed from a meeting due to disciplinary reasons by the Advisor will be referred to the Principal, who has the power to remove them from the Club for the rest of the year.
  13. Any member that is assigned to In School Suspension, Suspended from school or bus, or assigned to PASS will be automatically removed from the club for the rest of the year.
  14. Any member who has failed to maintain a 2.0 grade point average will be placed on probation for one nine weeks period. If his or her grade point average does not improve by the time the grading period is over, the member will be removed from the club for the rest of the year.
  15. Any member who has three referrals or concerns expressed by  teachers indicating that he or she is not behaving appropriately in the classroom or not completing class work or homework will be removed from the club for the rest of  the year.
  16. Any member who has failed to meet deadlines assigned by the Advisor will be removed from their position.

 

ARTICLE IV - THE EXECUTIVE BOARD

  1. The Executive Board will be chosen in an election by the club. All terms for the offices listed

      below will begin immediately following the election.

  1. President
  2. Vice-President
  3. Secretary
  4. The Election of Officers for the school year will be held by secret ballot at the Library Club meeting at the beginning of the year. The ballots will be given to the Advisor for counting. All ballots will be kept in a sealed envelope for one year following the date of election.
  5. An elected member of the Executive Board who has consistently failed to carry out his or her duties, or who has failed to uphold its standards of ethics and behavior may be removed as follows:
  6. There will first be a meeting with the Advisor and the Principal, at which they discuss a plan for improvement. The Advisor or Principal may request such a meeting to take place. The member involved will then be given a two week probationary period to see if there is any positive change.
  7. At the end of this two week probation, the Advisor or Principal may act to remove this member from the Executive Board for the rest of the year.
  8. Any member of the Executive Board who fails to uphold the same academic standard required to become a candidate for office in any one marking period, or the same behavioral standards required to become a member throughout their term will automatically be removed for the rest of their term.
  9. If a member of the Executive Board resigns or is removed, the President will appoint a replacement with consent of the Advisor. If the President resigns or is removed, the Vice-President will take his place and the Executive Board will choose one of its members to become Vice President. Any position vacated as a result will be appointed by the new President with consent of the Advisor.

ARTICLE V - THE OFFICERS

  1. The President will:
  2. Assist the Advisor in various tasks, as necessary.
  3. Prepare an agenda for each meeting of the Club after consulting with the other officers, committee chairpersons, and Advisor.
  4. Preside over meetings of the Club, ensuring a fair and full hearing to all concerns and the maintenance of order at all
  5. With consent of the Advisor, appoint individuals to chair, standing, and special committees, and monitor the progress of each committee.
  6. Be a member of all standing and special committees.

 

  1. The Vice-President will:
  2. Assist the President and Advisor in various tasks, as necessary and take the place of the President if needed.
  3. Take the minutes of all Club and Executive Board Meetings.
  4. The Secretary will:
  5. Assist the Advisor in various tasks, as necessary.
  6. Maintain accurate attendance records for the Club, and notify members at risk of removal due to excessive absences.

 

ARTICLE VI - THE COMMITTEES

  1. The following committees will be considered standing committees:
  2. Grade level committees will be formed, one for each grade, Pre-K through fifth grade. The chair of each of these committees will work with the other chairs to promote the events and activities of their committees.
  3. Special committees to address other concerns may be formed by the President or Advisor, who each may appoint members to these committees, and disband them when they have finished their work.
  4. Chairpersons of each Standing and Special Committee will:
  5. Assist the Officers and Advisor in various tasks, as necessary.
  6. Encourage active participation in their Committee by members of the Club as well as the Student Body.

 

 

ARTICLE VII - RATIFICATION AND AMENDMENT PROCEDURES

  1. To be ratified, this Constitution must be approved by a two-thirds vote of the entire membership of the Club.
  2. This Constitution will be in effect immediately after its ratification. Afterward, any individual section or subsection can be amended only as outlined in this Article.
  3. If any part of this Constitution is found by the Lafourche Parish School Board to violate its stated policy only that individual part will be declared invalid, with all other parts of this Constitution to remain in place.
  4. Only the Club may propose Amendments to this Constitution, which will require a two-thirds vote of its entire membership.
  5. An Amendment proposed by the Club will become part of this Constitution only after a majority vote by two-thirds of the members of the club, and it will take effect immediately following the vote.
